The Massachusetts Gaming Commission is scheduled to hear four sportsbook noncompliance briefings and vote on three civil penalties at its Nov. 5, 2026, meeting, according to LegalSportsBetting.com. The agenda involves Fanatics, BetMGM, FanDuel, Caesars Sportsbook and MGM Springfield.

Fanatics, BetMGM and FanDuel face noncompliance briefings

Two of the four briefings concern Fanatics. One involves allegations that the sportsbook allowed patrons to generate and access refer-a-friend bonuses. The other concerns an alleged failure to notify patrons whose wagering was limited.

BetMGM faces allegations that it accepted wagers from people who were not physically located in Massachusetts. The FanDuel briefing concerns alleged impermissible proxy wagering.

These items are scheduled as noncompliance briefings, with the alleged conduct subject to commission review.

Caesars and MGM Springfield face penalty votes

Two of the three civil penalty items involve Caesars Sportsbook. They concern wagers on an unauthorized event and wagers on an unauthorized event involving a Massachusetts collegiate team.

The third penalty item concerns MGM Springfield accepting wagers on an unapproved offering.

According to LegalSportsBetting.com, the commission’s 2026 enforcement table lists 13 sports wagering penalties ranging from $5,000 to $25,000. Those entries include a $25,000 penalty for MGM Springfield dated June 22 and a $10,000 penalty for Caesars Sportsbook dated March 12.

Bettor-set account limit rules also up for adoption

The commission will also consider final adoption of 205 CMR 255 at the Nov. 5 meeting. The play management rules address bettor-set account limits.
