Since they opened about a decade ago, Massachusetts casinos have been key economic drivers of jobs, private revenue and taxes for the state.
Thanks to the Expanded Gaming Act of 2011, casinos in Massachusetts became legal.
Massachusetts is home to three retail casinos: MGM Springfield in Springfield, Encore Boston Harbor in Everett, and Plainridge Park Casino in Plainville. All three of these facilities offer many in-person gaming options for Massachusetts residents and visitors alike.
So far, these casinos have brought in a wealth of revenue from both table and slot games since they opened:
- Encore Boston Harbor: $2.69 billion
- Plainridge Park Casino: $1.23 billion (slots only)
- MGM Springfield: $1.24 billion

November 2023 Massachusetts casino revenue highlights
In total, the three Massachusetts casinos combined to report a total of $94.5 million in monthly casino-style gambling revenue (GGR). Those numbers are roughly the same as October and up about 1.8% year-over-year.
It appears that revenue numbers have returned to normal after a group of hackers gained access to the MGM database in September, causing a massive drop in revenue at MGM Springfield. In turn, that brought down the state’s overall numbers.
Encore Boston Harbor generated $61.4 million, MGM Springfield won $21.5 million, and Plainridge Park earned $11.6 million.
As a result, the three properties combined to pay $26.4 million in taxes for November.
Here are some more noteworthy facts to know from the November Massachusetts casino revenue report:
- With a $15.3 million payment, Encore Boston Harbor had the largest tax bill of the bunch.
- Despite only hosting slot machines, Plainridge Park had the lowest slot machine revenue of the three casinos with $11.6 million. Encore Boston Harbor won $33.6 million from its slot players and MGM Springfield netted $17.2 million from those machines.
- Encore Boston Harbor accounted for nearly two-thirds of the state’s total gaming revenue.
How much are Massachusetts casinos taxed?
The two resort casinos (MGM Springfield and Encore Boston Harbor) are taxed at 25%. The Plainridge Park slots parlor is taxed at a rate of 40% for state taxes and pays another 9% to the racehorse development fund, totaling a 49% tax rate.
Regarding sports wagering, retail operators pay a 15% tax on in-person winnings.

Key casino revenue terms to know
In order to better understand the scale at which retail casino revenue in Massachusetts operates, it’s important to first grasp a few industry terms:
- Coin in: Total amount of money played.
- Gross gaming revenue: Total money made by casinos minus winnings paid out.
- Hold percentage: Gross gaming revenue divided by total coin in.
- Tax revenue: Money that regulators collect from sportsbook operators.
About Massachusetts casinos
As previously mentioned, Massachusetts is home to three retail casinos. Here is a closer look at what each one has to offer.
MGM Springfield
MGM Springfield is a resort casino located in the Metro Center of Springfield. It has many different gaming options available, including slots, table games, poker, and Keno.
The facility opened for business on Aug. 24, 2018. The casino is open 24/7, while the poker room is open 10 a.m.-3 a.m.
Encore Boston Harbor
Encore Boston Harbor in Everett is the newest of the three Massachusetts resort casinos, opening for business in June 2019. It is owned and operated by parent company Wynn Resorts, which spent $2.6 billion to remediate the former industrial area in which the first-class casino sits on.
The facility is open 24 hours a day seven days a week, and like the other two casinos, also offers retail sports betting.
Plainridge Park Casino
Plainville’s Plainridge Park Casino is the only racetrack and slots parlor in Massachusetts. It does not offer traditional table games, but it does offer electronic table games. It is the oldest active place to make a bet in Massachusetts and has provided harness racing and simulcast wagering since 1999.
The facility is operated by PENN Entertainment. The casino giant has run the slots and harness races since 2015.
Expanded Gaming Act details
Massachusetts has a history of legal gambling stretching back nearly 100 years. But retail casinos did not become legal until 2011 with the Expanded Gaming Act.
Not only did the act legalize casinos in Massachusetts, but it also ensured that the casinos would be somewhat spread out across the state. More specifically, the law allowed for each of the three regions of Massachusetts to be home to a resort casino.
The parameters of the regions are as follows:
- Region A: Suffolk, Middlesex, Essex, Norfolk, and Worcester counties
- Region B: Hampshire, Hampden, Franklin, and Berkshire counties
- Region C: Bristol, Plymouth, Nantucket, Dukes, and Barnstable counties
After closer examination, you may be surprised to find that Region A is actually to the east of Region B, while Region C is right where it sounds. So far, casino resorts have opened in Regions A and B, as Encore Boston Harbor is located in Region A, while MGM Springfield is located in Region B. For now, Region C does not have a casino.
Retail sports betting added in 2023
Retail sports betting launched at the three Massachusetts casinos on Jan. 31, 2023. Since then, $1 million in taxes has been generated for the state from retail sports betting revenue.
Retail operators pay a 15% tax on in-person winnings.
